Directions to Use Municipal Performance Measurement System

Homepage: http://njpm.spaa.rutgers.edu/

  1. Login: User name and Password will be provided by NCPP. Enter both fields and select Login.
  2. Left sidebar will be populated by Municipality Name, My Account, Logout and options of Functional Area, Report Generator, and Help will appear as shown below in Figure 1.
  3. Select Functional Area:

  4. Eleven functional areas will appear as shown in Figure 2. Choose department area in which to input data.

  5. Data entry fields appear for specified functional area as shown below in Figure 3 for Police.
  6. Select Year from right side drop down box.
  7. Enter target (if needed) and quarterly data for numbered questions.
    1. Non-numbered statements will be automatically generated once data is saved.

  8. After data input is completed select the save button on bottom of screen as shown in Figure 4.

  9. Two options will appear: 1. Go to functional area; 2. Go back. (shown in Figure 5)
    1. If option 1 is selected user will return to Figure 2 functional area screen.
    2. If option 2 is selected user will return to data input screen.
      1. User will now have access to graphing functions and automatically generated fields. (see Figure 6).

  10. Return to functional page and repeat same steps or return to the homepage to create a report.
Direction for "Report Generator"
  1. Click on Report Generator on the left sidebar.

  2. Options will appear: List and Create. Select Create to create a report as show in Figure 8.

    For steps 3-7 see Figure 9 below

  3. Input Title and Purpose.
  4. Choose Measure
    1. Select functional area
    2. Select performance measure
  5. Select graph options
    1. Quarterly Trend or Annual Trend
      1. For annual trend select year range
    2. Year
    3. Optional Values
    4. Graph Type
  6. Input Graph Title and Comments for measure selected
  7. Select Add Graph

    User can repeat steps 4-6 for as many measures as desired

  8. Select Save (Figure 10)

  9. Select View to View report created or List to view all reports previously created (Figure 11)

    After a report a saved user may print the report by selecting the Print button on the bottom of the viewed report (Figure 12)
